Telegram CEO Pavel Durov Arrested in France: What You Need to Know
Pavel Durov, the founder and CEO of the popular messaging app Telegram, was arrested at Paris-Le Bourget Airport on the evening of August 24th. This high-profile arrest occurred shortly after Durov arrived from Azerbaijan on a private jet, as reported by the French TV channel TF1.
Why Was Pavel Durov Arrested?
The arrest was executed under a French warrant as part of a preliminary police investigation. OFMIN, the French agency responsible for protecting minors from violence, issued the warrant due to allegations that Telegram failed to provide adequate moderation and did not cooperate with authorities. The police believe that Telegram’s encryption features and lack of sufficient oversight have facilitated criminal activities, including drug trafficking, cyber violence, fraud, organized crime, and terrorism. As a result, Durov could face charges of being an accomplice in these crimes.
Durov’s Legal and Personal Situation
Pavel Durov holds multiple citizenships, including Russian, French, UAE, and Saint Kitts and Nevis. He is scheduled to appear in court on August 25th and faces a potential prison sentence of up to 20 years.
Sources familiar with the investigation suggest that Durov may have been aware of his precarious position in France. Known for rarely visiting Europe and avoiding countries where Telegram faces intense security scrutiny, Durov’s arrest has raised questions about his awareness of the situation.
Is Telegram a Geopolitical Tool?
Telegram, influential in Russia, Ukraine, and former Soviet republics, ranks among the top social networks, alongside Facebook, YouTube, WhatsApp, Instagram, TikTok, and WeChat. The platform has 900 million users and aims to reach one billion within the next year.
Founded by Pavel Durov in 2013 and headquartered in Dubai, Telegram has become a major platform for both Russian and Ukrainian content, especially since Russia’s campaign in Ukraine began in 2022. Despite facing pressure from various governments, Durov, who has an estimated net worth of $15.5 billion, has maintained that Telegram will continue to be a “neutral platform” rather than a “geopolitical tool.”
The Russian Embassy in France has not received any communication from Durov’s team following his arrest but is taking “immediate steps” to clarify the situation. Additionally, Mikhail Ulyanov, Russia’s representative to international organizations in Vienna, and other Russian politicians have condemned France’s actions. Some Russian bloggers have called for global protests at French embassies today to oppose the arrest.
